Section 2: Purpose
The purpose of this Act is to:

Section 4: Establishment of AI Authority for Financial Management
- AI Financial Office: An AI Financial Office (AIFO) shall be established within the Department of Treasury to oversee the implementation and management of AI systems for financial governance.
- The AIFO will be responsible for selecting, deploying, and maintaining AI systems for budgeting and funding allocation.
- The AIFO will ensure compliance with ethical guidelines and legal standards.
- AI Functions: AI systems will be deployed to perform the following financial management functions:
- Budget Allocation and Management
- Monitoring and Reporting of Government Expenditures
- Analysis of Public Funding Needs and Prioritization
- Detection and Prevention of Fraud and Misuse of Funds
Section 5: Ethical Guidelines and Oversight
- Ethical Standards: AI systems must operate within strict ethical guidelines to ensure fairness, transparency, and accountability.
- AI decisions must be explainable and auditable.
- AI must not favor any corporate or special interest groups.
- Oversight Committee: An independent Oversight Committee will be established to monitor the use and impact of AI systems.
- The Committee will consist of AI experts, ethicists, financial analysts, legal scholars, and public representatives.
- The Committee will conduct regular reviews and audits of AI operations.
- Ethics Board: An independent ethics board will continuously review and guide the ethical development and deployment of AI systems.
Section 6: Public Engagement and Transparency
- Public Disclosure: The AIFO shall provide regular reports on the use of AI in financial management, including performance metrics, decision-making processes, and impacts on budget allocation.
- Reports will be made publicly available to ensure transparency.
- An online transparency portal will be created for real-time access to AI decisions and audit reports.
- Public Feedback Mechanism: A mechanism for public feedback and complaints regarding AI financial decisions will be established.
- The AIFO will address and resolve public concerns in a timely manner.
- Public Education Campaign: A public education campaign will be launched to inform citizens about the use of AI, its benefits, and the safeguards in place.
Section 7: Implementation and Funding
- Pilot Programs: Pilot programs in select government departments will be implemented to test and refine AI systems before full-scale deployment.
- Phased Rollout: AI integration will occur in phases, with gradual expansion based on lessons learned and public feedback.
- Implementation Plan: The AIFO will develop and publish a detailed implementation plan within six months of the enactment of this Act.
- Funding: Necessary funds for the establishment and operation of the AIFO and AI systems will be allocated from the national budget.
Section 8: Safeguards Against Corporate Influence
- Conflict of Interest Provisions: AI systems will be programmed to detect and mitigate any potential conflicts of interest involving corporate entities.
- Strict protocols will be in place to prevent undue corporate influence on AI decision-making.
- Independent Audits: Regular independent audits will be conducted to ensure the integrity and impartiality of AI systems in financial management.
Section 9: Data Privacy and Security
- Data Protection Standards: All data used by AI systems must comply with stringent data protection and privacy standards.
